By Rob @ 11:35 a.m.  John McCain has now officially spent $58.4 million on his presidential campaign, more than the $54 million permitted under federal law for those candidates who receive federal matching funds for their campaign.  McCain applied for matching funds when he was lagging in the polls and desperate for money, and used his right to the funds as collateral for millions in loans.  Now that things look better for McCain, he intends to withdraw form the matching funds system.  Unfortunately for McCain, he has been told by the Federal Elections Commission that he cannot simply quit and must get permission to withdraw from the FCC.  McCain has obtained an opinion from a private lawyer that says he can do what he wants, so McCain is going ahead and ignoring the spending limits.

By Rob @ 9:26 a.m. John McCain and two of his political allies, Sen. Lindsey Graham of North Carolina and Sen. Joe Lieberman of Connecticut, took a tour of Iraq, Jordan and Israel this week, all paid for with tax dollars.  Both Lieberman and Graham are mentioned as likely members of a McCain administration.  On the way back, McCain will stop in London to raise money for his presidential campaign.

While In Jordan, McCain demonstrated a fundamental misunderstanding of the situation in Iraq, incorrectly claiming that it is "common knowldge . . . that al-Qaeda is going back into Iran and receiving training and are coming back from Iran."  McCain withdrew the comment after Lieberman whispered in his ear.

Saying "I cannot allow my private failings to disrupt the people's work," Elliott Spitzer announced he will resign as governor of New York two days after it was revealed that he used a high-priced escort service.  Spitzer, a Democrat, will resign effective Monday, March 17th. 

Many of us are still waiting for the resignation of Louisiana's GOP Sen. David Vitter, who was identified last year as a client of the DC Madam. The current governor of Louisiana, Bobby Jindal, is one of four members of the executive committee of the National Republican Governor's Association, which immediately called for Spitzer's resignation.  Neither Jindal nor the GOP governors' group have called for Vitter's resignation.  Instead, Jindal co-hosted a fundraiser for Vitter last month that pulled in nearly half a million dollars.

By Rob @ 3:19 p.m.  President Bush vetoed Congress' ban on the CIA engaging in the torture technique known as waterboarding, which involves making a prisoner feel like he is drowning in order to coerce cooperation.  According to Bush, waterboarding is "one of the most valuable tools on the war on terror." 

The International Convention Against Torture, signed by President Ronald Reagan and ratified by the Senate in 1994.  The treaty defines torture as "any act by which severe pain or suffering, whether physical or mental, is intentionally inflicted on a person for such purposes as obtaining from him or a third person information or a confession, punishing him for an act he or a third person has committed or is suspected of having committed, or intimidating or coercing him or a third person, or for any reason based on discrimination of any kind, when such pain or suffering is inflicted by or at the instigation of or with the consent or acquiescence of a public official or other person acting in an official capacity. It does not include pain or suffering arising only from, inherent in or incidental to lawful sanctions."

When Reagan submitted the treaty, his message to the Senate said:  "The United States participated actively and effectively in the negotiation of the Convention . It marks a significant step in the development during this century of international measures against torture and other inhuman treatment or punishment. Ratification of the Convention by the United States will clearly express United States opposition to torture, an abhorrent practice unfortunately still prevalent in the world today."
       
The Mississippi Supreme Court regarded the practice known then as "the water cure," as torture by 1926.

Florida Do-Over?

The GOP governor of Florida, Charlie Crist, has announced he supports a re-do of the Florida Democratic primary at state expense.  Florida originally held its primary on January 29th, which violated Democratic party rules, and the delegates selected that day will not be seated at this summer's Democratic National Convention in Denver. Hillary Clinton received the most votes in the first Florida primary, but the candidates did not campaign in there.
